On Aug. 9, 2024, "Bill", as he was known by many, left his home in Hines after he heard his savior calling him to his heavenly address. We will miss him until we join him there.

Born in Dallas, Tex., to William Elmer Manning and Ella Mae (Merchant) Manning. In 1946, they moved to Las Vegas, Nev., where Bill grew up. After his tour in the Navy, he spent his working life in the telecommunications industry.

In 1972, he moved to Weaverville, Calif., to work in the central office. In 1994, he married Mary Proctor, the love of his life. In 1996, they moved to Burns, where he was employed by CenturyLink until his retirement.

Bill leaves behind his wife, Mary; son, William Joseph Manning of Weaverville; daughter, Kathleen Manning of Weaverville; four grandchildren: Jeffrey, Brooklyn, Colton and Emma.

He was preceded in death by his parents and son, Michael.
