Obituary
Richard "Dick" Otley, 73 died on Tuesday, September 28, 2021 at St. Charles Medical Center. A Graveside Service will be held on Friday, October 8, 2021 in the Burns Cemetery at 1:00 p.m. with a potluck luncheon to follow at the Burns Elks Lodge #1680.
